This bill creates a system to identify and penalize gun dealers who appear to be selling firearms that quickly end up used in crimes. Here's how it works: The Attorney General (through the Bureau of Alcohol, Tobacco, Firearms, and Explosives) must publish a public list of gun dealers who have sold at least 25 firearms that were recovered by law enforcement within 3 years of being sold—a pattern suggesting the dealer may not be properly screening buyers or may be knowingly selling to people who will commit crimes. Once a dealer makes this list, the federal government cannot do business with them. This means no federal contracts for ammunition, supplies, or any other goods or services. The ban lasts for three years—if a dealer is listed in the current year or the two previous years, they're blocked from federal contracts. However, the Secretaries of Defense and Homeland Security can request a waiver from the Attorney General if national security is at stake, though Congress must be notified immediately of any such waiver. The list gets updated every year, and the contracting ban takes effect 180 days after the law passes, giving dealers time to adjust their practices if they want to do business with the federal government.
