This bill creates new rules to protect diplomats and international affairs workers from sudden job losses due to budget cuts or reorganizations. For Foreign Service officers specifically (career diplomats), the bill requires they get at least 60 to 120 days' notice before being laid off, and the decision has to be based mainly on their job performance rather than other factors. The bill also requires the State Department to tell Congress 30 days before making major changes to its internal rulebook that could affect employees. Overall, the bill is designed to make sure that when the government needs to reduce its diplomatic workforce, it does so thoughtfully and transparently rather than suddenly and without explanation.
