This bill strengthens the requirement that schools buying food for lunch and breakfast programs purchase American-grown and American-processed products whenever possible. Schools can only skip this permission requirement if American products simply aren't available in enough quantity or quality.

The bill limits how much foreign food schools can buy—they're capped at 5 percent of their annual food budget per food category (like vegetables, meat, or dairy). When schools do buy foreign products, they must tell parents about it at least once a year. The Department of Agriculture will maintain a public list on its website showing which schools got permission to buy foreign food and what they bought, so taxpayers can see where their money is going.

The law also requires food suppliers who contract with schools to follow these American-first rules. If a supplier breaks these rules, they have to pay back the federal money they spent on foreign products. The bill essentially tightens "Buy American" policies for school meals, making it the default requirement rather than just a suggestion, while still allowing flexibility when American products genuinely aren't available.
