This bill asks the Election Assistance Commission to create voluntary guidelines to help election officials understand and manage artificial intelligence (AI) technologies. The commission has 60 days to develop these guidelines in partnership with the National Institute of Standards and Technology, then share them with Congress, state and local election offices, and the public.

The guidelines will cover four main areas: the pros and cons of using AI in election work, cybersecurity dangers that AI might pose to elections, how AI-generated information could spread false election information, and how AI could be used to spread election misinformation that damages public trust. These are voluntary guidelines, meaning election offices don't have to follow them, but they're designed to help officials make informed decisions about whether and how to use AI tools.

The bill also requires a follow-up study by July 2026 that examines how AI was actually used during the 2024 elections and what impact it had. Based on what that study finds, the commission will update the guidelines as needed. This is essentially a fact-finding and preparation effort to help election administrators stay ahead of AI-related challenges before they become serious problems.
