Here's what the bill requires: Federal officers involved in crowd control or arrests during protests must wear clearly visible identification showing their agency and name or unique identifier. They cannot cover up or hide this identification, and they cannot use unmarked vehicles to arrest or detain people. These rules apply whenever federal officers are dealing with protests, riots, or acts of civil disobedience.

The bill also limits where federal officers can operate. Generally, they can only handle crowd control on federal property or the immediate area around it (like sidewalks and streets directly next to federal buildings). However, there are two exceptions: if a state governor and local government leader jointly request federal help in writing, federal officers can operate beyond federal property. Also, if the President invokes the Insurrection Act (a law allowing the military to be used domestically in emergencies), these restrictions don't apply.

Finally, the bill requires federal agencies to publicly announce within 24 hours when they deploy officers for crowd control, including details about how many officers are deployed, where they're located, what they're doing, and where any detained people are being held. If federal officers violate these rules, their arrests become illegal.
