Here's how it would work: When the Treasury Department determines that the government will need to borrow more money to pay its bills, it sends Congress a written notice. Congress then has 45 days to vote on whether to reject this borrowing authority. If Congress does nothing during those 45 days, the debt ceiling automatically increases and the government can keep borrowing. If Congress votes to disapprove, the debt ceiling stops increasing and the government cannot borrow more. The bill sets up fast-track procedures in both the House and Senate to make sure these votes happen quickly—committees must report the disapproval resolution within 5 days in the House, and the Senate can debate it for only 10 hours total. The debt ceiling suspension can last up to 2 years at a time. Essentially, this flips the current system: instead of Congress having to actively vote to raise the debt ceiling, Congress now has to actively vote to prevent it from being raised. The goal is to prevent the government from defaulting on its obligations while giving Congress a clear mechanism to maintain oversight of federal borrowing.
