This bill aims to improve pay and retirement benefits for firefighters who work for the federal government. Right now, federal firefighters often earn less than firefighters in cities and states, and the way their retirement benefits are calculated doesn't fully account for all the hours they work. First, it adjusts how federal firefighters' pay is calculated to be more fair and competitive with other firefighters. Second, it changes how retirement benefits are computed by including overtime hours that are part of their regular work schedule—so if a firefighter regularly works extra hours as part of their job, those hours now count toward their retirement pension. This means federal firefighters will receive larger retirement checks based on their actual work.

The bill also sets a maximum workweek for federal firefighters at an average of 60 hours per week, which the Office of Personnel Management will define in detail within a year. These changes are designed to help the government recruit and keep good firefighters by making federal fire service jobs more attractive compared to other firefighting positions. The new rules will apply to anyone who retires from federal firefighting 60 days after this law takes effect.
