# State & Local Emergency Stabilization Fund Act of 2021

This bill would create a new federal fund to help state and local governments stay financially stable during emergencies. When disasters, public health crises, or other major emergencies hit, they often drain government budgets quickly—cities and states have to spend money on emergency response, recovery, and services while their normal tax revenue drops. This bill aims to give them a financial cushion so they don't have to cut essential services or lay off workers when crisis strikes.

The fund would work by providing money that states and cities can access when they face a declared emergency or disaster. Instead of waiting months for federal disaster aid to come through the usual channels, or having to borrow money at high interest rates, local governments could tap into this stabilization fund more quickly. This means police departments, fire departments, schools, and other local services could keep operating without major disruptions while the emergency is happening and in the immediate aftermath.

The practical benefit for everyday people is that essential services stay available when you need them most. During a hurricane, flood, pandemic, or other crisis, your local government wouldn't have to choose between paying for emergency response and keeping the lights on at hospitals or keeping roads passable. Teachers wouldn't face sudden layoffs, and emergency responders would stay on the job. The fund essentially acts as a rainy-day account for the entire state and local government system, helping communities bounce back faster and maintain basic services during their most vulnerable moments.

State &amp; Local Emergency Stabilization Fund Act of 2021 This bill appropriates $600 billion in additional funding for states, territories, tribal governments, and local communities due to the COVID-19 (i.e., coronavirus disease 2019) public health emergency and allows additional uses for Coronavirus Relief Fund payments. The bill allows payments under this bill or from the Coronavirus Relief Fund to be used for expenditures from January 1, 2020, to June 30, 2022, regardless of a connection to the COVID-19 emergency. Payments may not be used to provide a tax cut, rebate, or other tax benefit or to reduce or eliminate a fee. The funds provided by this bill are allocated between (1) the U.S. Virgin Islands, Guam, the Northern Mariana Islands, American Samoa; (2) tribal governments; (3) states, the District of Columbia, and Puerto Rico; and (4) local communities. Payment amounts for states, the District of Columbia, and Puerto Rico are based on population and the coronavirus infection rate. The bill sets a minimum payment amount.
