Second, it simplifies rules for underground storage tanks—the large tanks buried beneath gas stations that hold fuel. Currently, many gas station owners worry their old tanks aren't compatible with ethanol blends, which can be expensive to replace or upgrade. This bill says that existing tanks are automatically considered compatible with E15 fuel, even if owners can't find the original paperwork proving it. Tanks made after 2005 and fiberglass pipes are automatically deemed safe for E15. If owners can show that some parts of their system work with E15, they don't have to replace everything else.

Looking forward, the bill also requires that any new tanks or pipes installed at gas stations must be compatible with even higher ethanol blends—up to 100% ethanol—to give the industry flexibility as fuel standards potentially change in the future. Essentially, this bill removes barriers that have prevented wider use of ethanol-blended fuels by making it simpler and cheaper for gas stations to offer these options.
