This bill stops Americans and American companies from investing money in Venezuela's energy sector (oil and gas) until the Venezuelan government accepts the results of the July 28, 2024 presidential election. Congress believes that opposition candidate Edmundo Gonzalez won that election by a huge margin, but the current government under Nicolas Maduro has refused to recognize the results or let Gonzalez take office. The bill applies to any energy deals that were allowed under a 2023 agreement between Maduro and the opposition, as well as certain existing licenses that permit business with Venezuela's energy sector.

The ban takes effect immediately when the bill becomes law. However, the President can waive this restriction if they decide it's necessary for national security, but they have to tell Congress in writing why they're doing it. The ban will automatically end once the President confirms that Maduro's government has either accepted Gonzalez's election victory and stepped down, or has agreed to a transitional government that includes the legitimate opposition leaders.

American citizens, permanent residents, and U.S. companies (including their foreign branches) are all covered by this ban. Anyone who violates it can face serious penalties, including fines and potential criminal charges. The Treasury Department will enforce the rules and can issue regulations and licenses to carry out the law, with help from the State Department.
