This bill aims to punish Chinese companies and individuals that are helping Russia's military during its invasion of Ukraine. The law requires the President to impose financial sanctions against Chinese entities that sell military equipment, weapons, or specific materials to Russia—things like computer tools, chemicals used in ammunition, fiber optic cables, and advanced sensors. These sanctions would freeze any assets these Chinese companies have in the United States and block them from doing business with American entities.

The bill also targets Chinese individuals involved in this support by making them ineligible to enter the United States, revoking any visas they hold, and preventing them from receiving any immigration benefits. Additionally, the law specifically names eight major Chinese state-owned companies—including aviation, defense, and nuclear corporations—and requires the President to investigate whether they're supporting Russia's military and impose sanctions if they are.

Beyond the immediate sanctions, the bill directs the State Department to work with U.S. allies like the European Union, Japan, South Korea, and Australia to coordinate a unified approach to stopping Chinese support for Russia's defense industry. The goal is to make it harder for China to help Russia by cutting off financing, blocking technology transfers, and getting other countries to enforce similar restrictions. The President has some flexibility to temporarily waive these sanctions if it's deemed in the national interest, but must report to Congress when doing so.
