This law gives the President power to punish foreign individuals and organizations that commit violence in the West Bank. The law targets people responsible for acts like attacking civilians, destroying homes or farmland, seizing property, or carrying out terrorism. It also targets leaders of groups that do these things, as well as anyone who financially supports or works with such groups.

When someone is targeted under this law, the U.S. government can freeze their money and property in America, ban them from doing business with Americans, and prevent them from entering the country. If they already have a visa, it gets canceled immediately. The law includes exceptions for humanitarian aid like food and medicine, and the President can waive or lift sanctions if it serves national security interests or if someone stops the violent behavior and promises not to do it again.

The law requires the President to report to Congress every six months about who has been sanctioned, what they did, and whether any sanctions were waived. The goal is to discourage violence against civilians and property in the West Bank while supporting efforts toward a two-state solution to the Israeli-Palestinian conflict. Anyone in America who violates these sanctions—such as by sending money to a sanctioned person—can face criminal penalties.
