This bill opens up Small Business Administration (SBA) loan programs to nonprofit child care providers, treating them like small businesses so they can access the same financing opportunities. Right now, these nonprofits often can't qualify for SBA loans, making it harder for them to expand, buy equipment, or improve their facilities.

To qualify, a nonprofit child care provider must be licensed by their state, have employees and volunteers who pass criminal background checks, and serve children from birth through school age (they can also offer after-school care or preschool programs). The organization must also commit to not discriminating based on race, religion, sex, disability, or other protected characteristics.

The loans work through banks and other financial institutions rather than directly from the SBA. For loans under $500,000, nonprofits don't need a personal guarantee from someone else. For larger loans, they'll need to find someone to guarantee repayment. There's an important restriction: nonprofits can't use the loan money for religious activities, even if they're faith-based organizations. The bill also prevents the SBA from denying loans just because a nonprofit is connected to a religious organization, as long as the loan funds themselves aren't used for religious purposes.

Finally, the SBA must report to Congress each year on how many loans went to child care nonprofits and how much money was lent, so lawmakers can track whether this program is actually helping the child care sector grow.
