This bill requires health insurance plans to cover prostate cancer screenings for men at high risk without charging them any out-of-pocket costs like copays or deductibles. Specifically, it applies to men age 40 and older who are African-American or have a family history of prostate cancer. The bill recognizes that prostate cancer is a serious health issue—it's the second leading cause of cancer death in men, and African-American men face significantly higher rates of both diagnosis and death from the disease. When caught early, prostate cancer has a nearly 100 percent survival rate, but this drops to just 30 percent if diagnosed at a late stage. Since early prostate cancer often has no symptoms, screening is important for catching it before it becomes life-threatening.

The law applies to both group health plans (insurance through employers) and individual health insurance policies. Insurance companies and plans cannot charge patients any fees for these screenings—they must be fully covered. The changes take effect for insurance plans starting on or after January 1, 2024. The bill also clarifies what "family history" means for eligibility purposes, including having a parent or sibling diagnosed with prostate cancer, or carrying genetic changes linked to increased prostate cancer risk. This is meant to remove financial barriers that might prevent high-risk men from getting screened early, which could ultimately save lives and reduce the enormous costs associated with treating advanced prostate cancer.
