This bill creates a new international trade alliance focused on securing America's supply of critical minerals—materials essential for defense, manufacturing, and energy production. Right now, the U.S. heavily depends on China for many of these minerals, which the bill argues is a national security risk.

The bill authorizes the U.S. Trade Representative to negotiate with other countries to join a "Critical Minerals Security Alliance." Countries that join must agree to impose high tariffs on critical minerals and mineral products coming from China and other countries of concern, while eliminating tariffs on minerals from fellow alliance members. Alliance members also commit to regularly sharing information about their mining and processing capacity and taking coordinated action against unfair trade practices.

Once the first country joins the alliance, the U.S. will impose tariffs on critical minerals imported from China and other foreign countries of concern. At the same time, minerals and mineral products from alliance members will enter the U.S. duty-free. The bill also creates a trust fund filled with revenue from tariffs on imported minerals. This fund will support American mining and processing projects (60%), defense-related projects (20%), and international mineral projects in alliance countries (20%).

The bill requires Congress to approve any new country joining the alliance, and it includes regular reviews to assess whether the alliance is working and whether the U.S. should expand or modify which products are covered. The goal is to build a reliable supply chain of critical minerals among trusted trading partners while reducing dependence on China.
