The Fairness for Crime Victims Act of 2025 addresses a long-standing problem: billions of dollars collected for crime victims have been sitting unused in the Crime Victims Fund instead of actually helping people who need it. Since 2000, over $10 billion has been collected from fines and penalties imposed on criminals, but Congress hasn't distributed most of it. For example, between 2010 and 2014, the fund collected $12 billion but only gave out $3.6 billion (30 percent) to victims. This money is supposed to help victims of child abuse, sexual assault, domestic violence, and other crimes pay for counseling, medical care, and other support services.

The bill creates new budget rules to prevent this from happening in the future. Specifically, it says Congress cannot reduce the amount of money available from the Crime Victims Fund below the average amount collected over the previous three years. If someone tries to sneak a provision into a spending bill that would cut Crime Victims Fund disbursements below this average, either the Senate or House can block it. There's a small exception: if the fund has more than $2 billion in reserves, Congress can reduce spending by up to that amount. The goal is straightforward—to make sure that money collected from criminals actually gets used to help crime victims every single year, rather than being hoarded in the federal budget.
