The Tyler Clementi Higher Education Anti-Harassment Act requires colleges and universities to create and publicly share clear policies against harassment based on race, color, national origin, sex (including sexual orientation and gender identity), disability, or religion. These policies must cover harassment that happens on campus, in dorms, on school property, through school email and computers, and even through personal technology if it's connected to school activities. Schools must explain what counts as harassment, how students should report it, what happens after a report is made, and what support services are available.

The bill also creates a new grant program that gives colleges money to start or improve programs that prevent harassment, help victims and accused students, and train staff and students about recognizing and stopping harassment. Schools can apply for grants of up to 3 years, with the possibility of extending for 2 more years. The government will track how well these programs work and share what works best with all colleges.

This law doesn't replace existing civil rights protections—it adds to them. Students still have all the same rights they had under other federal laws that protect against discrimination. The bill is named after Tyler Clementi, a Rutgers University student whose death highlighted the serious impact of harassment on college campuses.
