If a student's concussion symptoms last a long time, schools must evaluate whether they need special education services or accommodations under disability laws. The bill essentially creates a uniform "return to play" and "return to learn" process across all states, making sure injured student athletes get consistent, safe treatment rather than being rushed back into competition or academics too quickly.
