The Jumpstart on College Act provides federal funding to help high schools partner with colleges to offer early college programs and dual enrollment opportunities. These programs let high school students take college courses while still in high school, earning college credits that count toward a degree. The goal is to help more students—especially low-income students and those underrepresented in higher education—complete college degrees faster and more affordably.

The bill authorizes $250 million per year for six years. At least 40% goes directly to colleges and school districts running these programs through competitive grants (up to $2 million each for 6 years). At least 55% goes to states to support these initiatives statewide. The remaining 5% funds national research and evaluation activities. Organizations receiving grants must match the federal funding with their own money, starting at 20% in year one and increasing to 50% by year six.

Programs funded by this bill must provide academic support, career counseling, and professional development for teachers. They should also help recruit and support students who might otherwise struggle in college, including first-generation students and those from disadvantaged backgrounds. The bill prioritizes funding for programs serving mostly low-income students and those in struggling schools. Eligible programs can use funds for textbooks, tuition assistance, internships, transportation, and teacher training to help students successfully earn college credits before graduating high school.
