The bill also pushes the U.S. government to convince other countries—like those in the European Union and the G7—to send at least 5 percent of the Russian assets they're holding to Ukraine on a quarterly basis.

The bill requires the President to report back to Congress within 90 days about where Russian assets are located worldwide and how much money is involved. It's essentially a way to turn frozen Russian government money into practical aid for Ukraine without technically seizing it outright, which could create legal complications. The goal is to make sure Ukraine gets steady financial support from these frozen assets until Russia ends the war and agrees to pay for the damage it caused.
