This bill tackles a major problem: criminal networks operating from compounds in Southeast Asia (mainly Burma, Cambodia, and Laos) that are defrauding Americans and people worldwide through online scams. The FBI reports these scams cost Americans $13.7 billion in 2024 alone. These criminal organizations also traffic hundreds of thousands of people from around the world to these compounds and force them to commit fraud and other crimes. Some of these networks have ties to China and help spread Chinese propaganda.

The bill requires the State Department to create a comprehensive strategy within six months to fight these scam compounds and hold the criminals accountable. This strategy must identify which countries are enabling these operations (either by allowing them or having weak law enforcement), which countries are being harmed, and what tools the U.S. government is already using to combat the problem. The bill also creates a task force to coordinate efforts across different government agencies and track progress.

To punish those involved, the President can impose financial sanctions, freeze assets, and restrict visas for anyone helping these scam operations—whether they're running the compounds, recruiting victims, laundering money, or providing services that support the fraud. The government must report every six months on who has been sanctioned. The bill also emphasizes that survivors of human trafficking who were forced to commit crimes shouldn't be punished themselves, and it encourages working with other countries, private companies, and organizations to stop recruitment fraud, raise awareness, and share information about these criminal networks.
