The same applies to employees of DC government agencies and courts. This is meant to help people cover expenses while they're not getting paid during the shutdown.

Here's the catch and the flexibility: You have to pay taxes on the money you withdraw, but instead of paying it all at once, you can spread the taxes over three years. Even better, if you get back to work and want to put the money back into your retirement account, you have three years to do so. If you repay it, the withdrawal is treated like a rollover, which means you won't owe taxes on that portion. The $30,000 limit will increase slightly each year to keep up with inflation. This gives workers a financial lifeline during shutdowns while protecting their long-term retirement savings.
