This bill changes how the government measures air quality when wildfires and prescribed fires happen. This bill says that if a state can show that bad air quality was caused by a prescribed fire—a planned, controlled fire set by land managers to prevent worse wildfires—then that pollution doesn't count against the state's air quality record. The same goes for natural disasters and other exceptional events.

The bill also adds prescribed fires to the list of events that can be excused from air quality violations. A prescribed fire is defined as a planned fire that follows all applicable laws and is meant to achieve specific land management goals, like reducing fuel buildup that could cause catastrophic wildfires. States can now argue that their air quality violations were caused by these controlled burns, and the federal government has to review those claims fairly. The EPA has 270 days to update its rules to explain how states should report these fires and how the government will evaluate them. This helps states that use prescribed burns as a wildfire prevention tool avoid being penalized for the temporary air quality problems those controlled fires create.
