This bill requires the Attorney General, working with the Department of Homeland Security and FBI, to submit a detailed annual report to Congress about gang activity in the United States. The first report must be submitted within 150 days of the law passing, and then every year after that.

The report must include specific information about how gangs are growing and changing over the past decade, including membership numbers, locations, and what types of crimes they're committing. It also requires details about how different gangs cooperate with each other and what crimes they work together on. The report must explain any problems with how different states collect and report gang data to the federal government, since inconsistent reporting can make it harder to get accurate national information.

The bill also requires the report to describe what the federal government is doing to fight gangs—including any programs or initiatives they've started or stopped in the past five years and why. It must show how much money and resources each agency is spending on gang investigations and prosecutions, and provide statistics on gang-related arrests, juvenile arrests connected to gangs, and firearms seized during gang enforcement operations. Finally, the report must explain how each agency collects this data and describe any changes they've made to their data collection methods. The Attorney General can classify parts of the report as confidential if needed for security reasons.
