This change would mainly affect families where one parent leaves the workforce to provide full-time childcare. It could help stay-at-home parents—who are disproportionately women—avoid financial hardship in retirement. Without this change, people who took time out of the workforce to raise children often face a significant penalty when they retire, receiving much smaller Social Security checks than they would have if they'd worked continuously.
