The DISPOSAL Act requires the federal government to sell or lease out six specific federal office buildings in Washington, DC: the Frances Perkins Building, James V. Forrestal Building, Theodore Roosevelt Building, Robert C. Weaver Building, Department of Agriculture South Building, and Hubert H. Humphrey Building. The General Services Administrator (the official in charge of federal property) can either sell these buildings at market value or lease the land for up to 99 years, and can relocate any federal agencies currently working in these buildings to other locations.

When these buildings are sold or leased, the government must follow certain rules. Foreign individuals or companies cannot buy or lease these properties. The sale or lease process is streamlined—it doesn't have to follow the usual environmental reviews, historic preservation rules, or homeless assistance requirements that normally apply to federal property sales. Any money made from selling these buildings goes first toward covering the costs of relocating the agencies and carrying out the sale, with leftover money going to reduce the federal deficit.

The law also allows the Administrator to add more underused federal buildings to this disposal list (buildings that are occupied less than 60 percent of the time), but no more than 20 buildings can be added per year. However, buildings added later have slightly stricter rules—they must be very large or historically significant to get the same exemptions from environmental and preservation reviews. This authority to sell and lease buildings expires on December 31, 2028, though any sales or leases already completed by that date remain valid.
