The COACH Act requires the Small Business Administration (SBA) to create and regularly update a helpful resource guide specifically for people running child care businesses. This guide needs to be published within one year and updated at least every five years.

The guide will cover six key areas that child care providers need to know about: how to run their business (marketing and management), managing money (budgeting, loans, payroll, and insurance), following the law (tax rules and regulations), training and safety standards, quality standards to get government funding, and anything else the SBA thinks is important. Before creating the guide, the SBA must talk to the Department of Health and Human Services, state child care agencies, local child care resource centers, and other relevant organizations to make sure the information is accurate and useful.

To reach as many people as possible, the SBA will publish the guide on its website in English and the 10 most common languages spoken in the U.S., including Mandarin, Cantonese, Japanese, and Korean. The guide will be shared with SBA offices across the country and distributed through women's business centers, small business development centers, retired executive volunteer groups, and veteran business centers. This ensures that child care providers—whether they run large operations or work alone—have access to practical information to help them succeed as business owners.
