This bill makes it easier for veterans and military spouses to start and grow businesses by reducing the costs of getting loans from the Small Business Administration (SBA). Right now, when veterans borrow money through SBA programs, they have to pay guarantee fees—basically insurance costs that protect the government if the loan isn't repaid. This bill eliminates those fees for veteran-owned businesses borrowing up to $1 million, saving them thousands of dollars in upfront and ongoing costs.

The bill also reduces the amount of money veterans need to put into their own businesses before they can qualify for SBA loans. Currently, borrowers typically need to invest a certain percentage of their own money (called an equity injection). For veterans starting new businesses or taking over existing ones, this requirement would be reduced by at least 5 percentage points, making it easier for those without large savings to get financing. The bill recognizes that veterans face unique challenges in accessing capital—they move frequently, struggle to establish credit after leaving the military, and often lack personal startup funds.

Finally, the bill requires the SBA to track and report how many veterans are using these loan programs and other support services like mentoring centers and business development programs. This helps Congress and the public see whether these changes are actually helping veteran entrepreneurs succeed. The changes apply to veterans, active military members eligible for transition programs, reserve members, and their spouses—including surviving spouses of those who died in service.
