This bill creates a new National Biopharmaceutical Manufacturing Center of Excellence to help the United States become a leader in making medicines using biological systems. The government will award a grant or contract to one eligible organization—such as a university, public-private partnership, or consortium—to establish and run this center.

The center will focus on several key goals: developing better ways to manufacture medicines at larger scales, improving manufacturing equipment and processes, reducing supply chain problems, training workers for biotechnology jobs, and sharing best practices with government agencies. It will work with colleges, pharmaceutical companies, nonprofits, and government agencies to advance the science and infrastructure of biopharmaceutical manufacturing, particularly for medicines important to national security and health.

The bill authorizes $120 million in funding for fiscal year 2026 to support facility construction, research collaborations, workforce training programs, and related development activities. The organization running the center must submit progress reports to Congress at key milestones—one year after being selected, one year after operations begin, and again five years after starting operations. These reports will be made public online so Americans can see what the center is accomplishing.
