This bill aims to prevent American individuals and companies from helping China develop advanced artificial intelligence technology. Starting 180 days after the law passes, it bans Americans from importing AI technology made in China and from sending AI technology or research to China. It also stops Americans from working on AI research projects inside China or for Chinese government entities, universities, and state-owned companies.

The law applies to a broad range of people and organizations—including U.S. citizens, permanent residents, American companies, colleges, and research institutions. If you work in AI and violate these rules, you could face serious consequences: companies can be fined up to $100 million, individual employees up to $1 million, and both can lose government contracts and funding for five years. The government can also sue for triple damages. Additionally, after one year, Americans are prohibited from investing in or lending money to Chinese AI companies that support China's military development, surveillance programs, or are involved in human rights abuses.

The bill treats violations as federal crimes and makes it a deportable offense for immigrants. The Commerce Department has 90 days to write detailed rules explaining exactly what's prohibited, and multiple federal agencies will work together to enforce the law. Essentially, this legislation creates a wall between American AI expertise and China's AI development, treating it as a national security issue similar to other export controls on sensitive military technology.
