This bill directs the federal government to create and share educational resources to help hospital staff better understand adoption and how to support people considering it. Right now, nearly 98 percent of nurses have no formal training in adoption-related sensitivities, even though hospitals are seen as trusted sources of information by most Americans. The bill recognizes that many people consider adoption—especially pregnant women—and that birth parents value having objective, easy-to-access information when making this decision.

The bill requires the Secretary of Health and Human Services to develop training materials, online resources, and guidelines for hospitals and birthing centers to use when working with expectant mothers considering adoption, birth mothers, and adoptive families. These resources will be created with help from adoption experts, social workers, maternal health specialists, and other professionals. Hospitals and birthing centers can receive grants to provide this training to their staff and to develop policies that ensure respectful, supportive care for all pregnancy-related decisions.

To receive funding, organizations must focus on patient-centered care and provide balanced, non-directive education—meaning they can't push people toward any particular choice about their pregnancy. The bill excludes organizations that have a financial stake in promoting adoption or that provide abortion services. Within three years, the government must report back to Congress on how many hospitals have adopted this training and how many healthcare workers have received the education.
