The SPEED Act makes significant changes to how the federal government reviews environmental impacts of projects. Currently, when federal agencies approve projects—like building infrastructure, issuing permits, or providing funding—they must follow a detailed environmental review process called NEPA (National Environmental Policy Act). This bill streamlines that process to move projects forward faster.

Here's what changes: First, the bill clarifies that NEPA is only about the process agencies must follow, not about forcing specific environmental outcomes. Agencies no longer have to consider environmental effects that are distant, speculative, or related to other separate projects—only direct impacts from the immediate project matter. Second, agencies get more flexibility to skip full environmental reviews if similar reviews were already done by state or tribal governments, or if another federal law already requires similar environmental analysis. Third, agencies don't have to wait for new scientific research to come out after they've started their review, and they can't delay decisions just because new studies might be available.

The bill also makes it harder to challenge these decisions in court. People suing over environmental reviews now have only 150 days to file (instead of having more time), and they must have submitted detailed comments during the public comment period to have standing to sue. Courts reviewing these cases can only overturn agency decisions if the agency clearly abused its authority, and judges can't substitute their own judgment about environmental effects. When courts do find problems, agencies get 180 days to fix them. Overall, this bill prioritizes faster project approval and development over lengthy environmental analysis.
