This bill directs the federal government to study how liquid cooling systems can help manage the massive heat generated by artificial intelligence and high-performance computing data centers. Right now, data centers use about 4.4% of all U.S. electricity, and that number is expected to jump to between 6.7% and 12.8% by 2028 as AI grows. Traditional air cooling systems are struggling to keep up with the heat from powerful AI chips. Liquid cooling—where coolant flows directly onto hot components or immerses entire systems in special fluids—can handle this heat much better and potentially save energy. The bill asks the Government Accountability Office (GAO) to thoroughly investigate liquid cooling technologies, including how well they work, what they cost, how safe they are, and whether the waste heat they produce can be reused for other purposes. The GAO will also look at what the federal government should know before deploying AI systems in government buildings. After the GAO completes its study, the Department of Energy will review the findings and make recommendations to Congress about whether the government should prioritize liquid cooling and invest in further research. This is essentially a fact-finding mission to help the government make smart decisions about cooling the next generation of AI computers.
