This bill updates how the federal government's Technology Modernization Fund works. Think of this fund as a pool of money that helps government agencies update their outdated computer systems and improve cybersecurity.

The main changes make the fund more effective by clarifying how agencies can use the money. Agencies can now tap into the fund to modernize, retire, or replace old technology systems, boost cybersecurity and privacy protections, and improve how they deliver services to the public. However, there are new safeguards: agencies must pay the money back to keep the fund healthy, and they have to prove their projects are actually working through measurable milestones before getting additional funding. If an agency lies or misleads the fund about their project—whether about technical details, costs, or management—the fund can cut off their money.

The bill also creates a new requirement for government agencies to identify their riskiest, most outdated computer systems and report them to federal leadership. Within 90 days, the government's top technology official must compile a list of the 10 most dangerous legacy systems across all agencies and share it with Congress. This helps prioritize which old systems pose the biggest security and privacy threats. The fund itself is set to expire after December 31, 2032, unless Congress extends it.
