The government will work with the National Institute of Standards and Technology to develop testing standards that these high-risk systems must meet.

The bill also addresses AI systems used for surveillance, managing critical infrastructure, or making criminal justice decisions. These "critical-impact" systems face even stricter requirements, including comprehensive risk assessments and compliance with federal testing standards before they can be deployed. Finally, the legislation directs the government to study how to verify that content is authentic and created by humans versus AI, establishes an advisory committee to oversee AI certification, and creates a working group to develop educational materials so the public understands AI capabilities and limitations.
