This guidance will be shared with private companies so they can upgrade too. The bill also directs the Office of Science and Technology Policy to create a comprehensive national strategy within a year that defines what counts as a dangerous quantum computer, sets standards for how urgent the upgrade is for different government agencies, and establishes performance measures to track progress.

To help put this strategy into action, the bill creates a pilot program where government agencies and their partners can get direct support—including technical help and testing resources—to upgrade at least one major computer system to post-quantum cryptography within 18 months. Congress will receive regular reports on how this pilot program is working. Essentially, this bill is about preparing America's critical systems for a quantum computing future before that technology becomes a real threat, rather than waiting until it's too late.
