This bill requires the Federal Energy Regulatory Commission (FERC) to take climate change and environmental justice seriously when deciding whether to approve natural gas pipeline and infrastructure projects. Right now, FERC can approve these projects with minimal consideration of their environmental impact. This bill changes that by requiring companies to submit detailed plans showing how they'll reduce harm to the climate and to communities that already face pollution and health problems. When FERC reviews a project, it must now calculate how much greenhouse gas the project will produce—both from burning the natural gas and from extracting it—and determine if those emissions are significant. If a project would produce at least 100,000 metric tons of carbon dioxide equivalent per year, it's automatically considered to have a significant climate impact. FERC must also look at whether the project unfairly burdens communities of color, indigenous communities, or low-income neighborhoods that already deal with pollution. If FERC finds significant environmental harms, it can only approve the project if the company can reduce those harms to acceptable levels, or if FERC can explain in detail why the project is still necessary for energy reliability and affordability despite the environmental damage. This gives communities a stronger voice in decisions that affect their health and environment.
