This bill creates new economic sanctions against people and companies involved in trafficking fentanyl and its ingredients into the United States. The law focuses heavily on Chinese companies and individuals who supply the chemical ingredients used to make fentanyl, as well as Mexican drug cartels that distribute it. Starting 180 days after the law passes, the President can freeze assets, block financial transactions, and ban visas for anyone determined to be involved in this drug trafficking network.

The bill specifically targets eight major Mexican cartels—including the Sinaloa Cartel and Jalisco New Generation Cartel—keeping existing sanctions against them in place. It also creates new powers to sanction Chinese ports, shipping companies, online marketplaces, and pharmaceutical manufacturers that knowingly help move fentanyl ingredients. The President must prioritize identifying Chinese sources of fentanyl precursors and report to Congress on enforcement efforts. These sanctions can include freezing bank accounts, blocking stock purchases, preventing loans, denying visas to cartel leaders, and barring the government from doing business with sanctioned entities.

Sanctions typically last six years but can be extended if the President certifies they're necessary for national security. The law excludes legitimate pharmaceutical imports and authorized law enforcement activities from these penalties. Essentially, this bill gives the federal government stronger tools to financially isolate and punish the international networks supplying fentanyl to the U.S., with particular emphasis on disrupting the supply chain from China through Mexico.
