Right now, if a terminally ill patient wants to try an experimental drug that hasn't been fully approved by the FDA, they can do so under something called the 'Right to Try' law. However, if that experimental drug is classified as a Schedule I controlled substance (like certain psychedelics or cannabis-based treatments), doctors face a legal roadblock—they can't legally administer it even under Right to Try because of strict federal drug laws.

This bill fixes that problem by creating a special registration system that allows doctors to legally administer Schedule I experimental drugs to dying patients. Here's how it works: A doctor who wants to offer an experimental Schedule I drug to a qualifying patient would apply to the Attorney General, providing proof that they're already licensed to handle other controlled substances, documentation from the drug manufacturer that it qualifies as an experimental drug, evidence they can legally do this in their state, and details about where they'll store and administer the drug. The Attorney General would have 45 days to approve or reject the application.

Once approved, doctors can only possess the exact amount of the drug they specified in their application, though they can request more if needed (which gets automatically approved after 30 days unless the Attorney General objects). The bill also lets doctors use a single registration to treat patients at multiple related locations in the same city or county. The Attorney General must create detailed rules within 240 days to handle the practical details—how the drugs get delivered, how they're stored securely, what records must be kept, and how to prevent illegal diversion of these drugs.
