This bill creates a new federal grant program designed to help high school students earn college credits before graduation and finish college faster while reducing costs. The program works by having states and colleges partner together to create "fast track pathways" that let high school students take advanced courses like AP or dual enrollment classes that count toward a college degree.

There are two main pathways students can choose. The first lets students complete what would normally be their first year of college while still in high school, earning real college credits that transfer to any public college in their state. The second pathway lets students graduate high school early (in 3 years instead of 4) and receive a scholarship to attend college, as long as they don't need remedial courses. Both pathways are completely free to students—the federal government and states cover all tuition, fees, books, and exam costs.

To participate, states must create agreements ensuring that college credits earned in high school transfer smoothly between all public colleges and universities in that state. They also need to make sure information about these programs reaches all students, especially those from low-income families, first-generation college students, and other historically underrepresented groups. Starting in 2027, high school students in these programs can even receive federal Pell Grants (need-based financial aid) to help pay for college courses they take while still in high school. The bill provides federal grants to states that successfully implement these programs over a five-year period, with the goal of making college more affordable and helping students graduate faster.
