This bill takes aim at hidden and excessive fees that companies charge consumers when buying tickets, booking hotels, and paying for phone and internet services. Right now, when you see an advertised price for a concert ticket or hotel room, you often don't find out about additional mandatory fees until you're deep in the checkout process—fees for "processing," "facility charges," or "service fees" that can add 20-30% to your bill. This bill requires companies to show you the full total price upfront, including all mandatory fees, so there are no surprises at checkout. For tickets specifically, companies must tell you how many tickets are available at least 72 hours before sales begin, and if they're selling you a ticket they don't actually have yet, they must clearly say so and give you a full refund if they can't deliver it in time. For hotels and short-term rentals, the same transparency rules apply. The bill also tackles phone and internet bills, requiring providers to show you one clear line item with the total price and to tell you when promotional rates end and prices go up—at least 30 days before the increase happens. Airlines must report their ancillary fee revenue (baggage fees, seat selection fees, cancellation fees) quarterly so the public can see how much money they're making from these charges. The Federal Trade Commission and Federal Communications Commission get authority to write detailed rules about what counts as excessive or deceptive fees, and both federal and state authorities can sue companies that violate these rules.
