The SAFE Chips Act of 2025 is designed to protect advanced computer chip technology from reaching countries that the U.S. considers hostile adversaries. Right now, companies can apply for licenses to export powerful semiconductors (the tiny chips that power computers and AI systems) to foreign countries, and the government reviews each request. This bill changes that by making it illegal to grant any export licenses for advanced chips going to adversary nations like China, Russia, Iran, and North Korea—or to any company anywhere in the world if that company is owned by or headquartered in an adversary country. The only exception is for chips that aren't designed for data centers (the massive computer facilities that power cloud computing and AI). Essentially, the U.S. government is saying: no advanced chips for adversaries, period. This is meant to prevent hostile nations from using cutting-edge American technology to build powerful artificial intelligence systems or strengthen their military capabilities. The bill does allow the government to update the technical definition of what counts as an "advanced" chip over time, but only after getting approval from a special committee and briefing Congress about why the change is necessary.
