Ally's Act requires private health insurance plans to cover hearing devices and the full range of services needed to get and maintain them. If a doctor or audiologist determines that someone has hearing loss and needs an auditory implant (like a cochlear implant or bone conduction implant), their insurance must pay for the device itself, the surgery to install it, and all follow-up care including activation, fitting, and rehabilitation services. The law also requires coverage for maintenance, repairs, and upgrades or replacements every five years.

The key protection in this bill is that insurance companies can't treat hearing devices differently than other medical treatments. They can't charge higher copays or deductibles specifically for hearing-related care, and they can't impose separate limits on how much they'll cover. If a doctor says the device is medically necessary, the insurance company can't deny it. The law applies to most private insurance plans—both those offered through employers and those people buy on their own—and takes effect for insurance plans starting in 2026. Essentially, this makes hearing implant care subject to the same coverage rules as other major medical treatments, removing barriers that previously made these life-changing devices unaffordable for many people with hearing loss.
