This bill creates a new program to expand and improve mental health services across the country by establishing certified community behavioral health clinics that provide comprehensive mental health and substance abuse treatment. These clinics will offer a full range of services including 24-hour crisis teams, emergency intervention, outpatient counseling, psychiatric care, peer support, and primary care screening—all in one place so people don't have to go to multiple providers.

The bill makes these clinics available through both Medicaid (the health program for lower-income people) and Medicare (the program for seniors and some disabled people). States can choose to cover these services starting in 2026, and Medicare will start covering them in 2027. The government will pay these clinics based on their actual costs of providing care, adjusted yearly for inflation, rather than paying per individual visit. This gives clinics more financial stability to serve their communities.

To help clinics get started and improve their services, the bill provides $552.5 million per year from 2026 through 2030 in federal grants. These grants can be used to hire and train staff, buy equipment and technology, build or renovate facilities, and help clinics meet certification standards. The bill also funds technical assistance programs to help clinics succeed and establishes a system to track how well these clinics are performing. Additionally, the bill requires that clinics meet quality standards through an accreditation process to ensure they're providing good care to the people they serve.
