This bill asks the government's top auditor, called the Comptroller General, to study how quickly small businesses get their loan money after applying. The focus is on loans given through regular Small Business Administration programs between 2021 and 2024, with special attention to whether businesses in Appalachian regions are treated differently than those elsewhere.

The study will measure several things: how long it takes from when a business applies for a loan until the money actually arrives, how many steps are in the process and how long each takes, what percentage of businesses in each area get approved and actually receive loans, and how much money on average goes to businesses in different regions. The government wants to know if there are differences between Appalachian and non-Appalachian areas.

Within a year, the Comptroller General will brief Congress on how the study is going. Within two years, they'll submit a full report with recommendations on how to make the loan process faster and easier. The recommendations will focus on getting loans to more small businesses, speeding up the time from application to receiving funds, giving applicants better updates on their application status, and finding ways the government can work more efficiently when processing these loan applications.
