The BIOSECURE Act of 2025 prevents the federal government and companies receiving federal funding from buying biotechnology equipment or services from companies considered national security threats. The law targets companies controlled by foreign adversaries (particularly China), companies that work with foreign militaries or intelligence agencies, or companies that collect genetic data from Americans without proper consent and share it with foreign governments.

The law applies to all federal agencies and any private company that receives federal contracts or grants. If a company uses equipment or services from a "biotechnology company of concern," they can't work with the federal government. The government has 60 to 90 days to implement these rules after creating an official list of banned companies. Federal agencies can get temporary waivers (up to one year, extendable to 18 months) if they get approval from the Office of Management and Budget and notify Congress, though exceptions exist for overseas healthcare for military personnel and emergency public health situations.

The law requires the government to identify which companies are threats by one year after it's enacted, and to regularly update that list. Companies on the list get a chance to challenge their designation within 90 days. The government must also assess risks from foreign countries collecting genetic data on Americans through biotechnology services and report findings to Congress. This law doesn't provide new funding—agencies must use existing budgets to comply.
