This bill transfers federal land in and around Carson City, Nevada to the city government and sets up a system for selling other federal parcels. Essentially, the federal government is giving Carson City about 1,288 acres of land for free to use for public purposes like recreation and flood control, plus another 0.45 acres for a road expansion. The city has to pay for all the costs involved in transferring these lands, including surveys and environmental assessments. If the city stops using the land for its intended public purposes, the federal government can take it back.

The bill also allows the federal government to sell about 360 acres of federal land through a public auction process, with the city keeping certain easements (rights to use parts of the land) for water lines and drainage. Additionally, the city can give about 20 acres of its own land to the federal government, which will then be sold at auction. All the money from these land sales goes into a special account that can be used for things like wildlife conservation, wildfire prevention, land acquisition, and public education in Carson City. The bill also requires the city to build a crosswalk across South Curry Street within 90 days to maintain access to the Forest Service office.
