This bill, called the Public Health Air Quality Act of 2025, requires the EPA to set up a major new system for monitoring air pollution near industrial facilities and in communities. Here's what it does: The EPA must identify at least 100 high-priority industrial facilities—like chemical plants, refineries, and manufacturing sites—that pose the biggest health risks to nearby residents. These facilities will be required to install monitors right at their property boundaries (called "fenceline monitoring") to measure toxic chemicals like benzene, formaldehyde, ethylene oxide, and other hazardous air pollutants that are linked to cancer and other serious health problems. The monitoring data must be collected and made public within a week, so communities can see in near-real-time what pollution they're being exposed to. The bill prioritizes facilities near homes, schools, childcare centers, and hospitals, as well as those with histories of accidental chemical releases. If pollution levels exceed safe limits, facilities must figure out what went wrong, fix it, and report their findings publicly. The EPA gets $146 million to set up and run this monitoring program for at least six years, and must regularly update testing methods to catch more pollutants. The goal is to give communities affected by industrial air pollution better information about what they're breathing and to hold polluters accountable for protecting public health, especially for children and other vulnerable populations.
