This bill, called the GRACE Act, changes how the United States handles refugee admissions by setting a minimum floor and requiring more transparency. Currently, the President can decide how many refugees to admit each year with no minimum requirement. This bill would require the President to admit at least 125,000 refugees annually, unless they formally decide a different number is justified for humanitarian or national security reasons. If the President doesn't make a decision before a fiscal year starts, the 125,000 minimum automatically applies.

The bill also creates a new category for refugees sponsored by community groups and private organizations instead of government resettlement agencies. Additionally, it requires the President to consider global refugee needs identified by the United Nations when making decisions about how many refugees to admit and where they should come from.

To ensure accountability, the bill requires detailed quarterly reports to Congress showing how many refugees were actually admitted, how this compares to the goal, how long the admission process takes, and security clearance information. If fewer than 25 percent of the authorized refugees are admitted in a quarter, the President must explain why and provide a plan to catch up. The bill also emphasizes that these requirements shouldn't slow down the refugee application process or prevent the government from using other legal authorities to admit people.
