The Watershed Results Act creates a new federal program to tackle water and environmental problems in western states by testing out a different approach to how the government funds water projects. Instead of the traditional way of funding individual projects, this bill sets up "watershed pilots"—focused experiments in specific regions where the federal government will coordinate multiple agencies and funding sources to achieve specific water and environmental goals.

Here's what happens in practice: The Secretary of the Interior will establish between 2 and 5 pilot programs in western states (those served by the federal Bureau of Reclamation). Each pilot brings together state officials, local governments, tribes, water districts, nonprofits, and private companies to work on a shared plan. They'll use detailed technical analysis to figure out which specific projects will deliver the biggest environmental wins—whether that's increasing water supplies, improving fish habitat, or other measurable benefits. The key difference is that projects only get paid when they actually deliver results. Instead of funding projects upfront and hoping they work, the government pays contractors after they've successfully completed their work and achieved the promised outcomes.

To make this work, the bill creates a new Environmental Outcomes Fund with $15 million per year (from 2022 through 2027) that can be combined with existing federal water programs. The government also waives the usual requirement that local groups pay a share of project costs, making it easier for communities to participate. Each pilot runs for five years, and the government will report annually to Congress on whether the approach is working and whether the projects are hitting their targets.

Watershed Results Act This bill provides funding for the Department of the Interior, in coordination with the Department of Agriculture and the Environmental Protection Agency, to establish a total of not less than two and not more than five watershed pilot programs in certain western states that use pay-for-performance contracts. Interior is required to designate a management team for each watershed pilot project. Each team must develop and implement a five-year plan for carrying out the applicable pilot. Interior and the management team for each watershed pilot must use advance watershed analytics throughout the planning, implementation, measuring, and monitoring of projects within the pilot. This technical analysis must be conducted to identify quantifiable outcomes, costs, feasibility, and impacts of the projects before making funding available for a watershed pilot. Further, Interior and the management team for a watershed pilot are required to set and publish minimum per-unit outcome prices. Interior must also enter into a pay-for-performance contract to achieve outcome-based goals described in the plan developed for the pilot. Interior must also submit specified annual and five-year reports to Congress.
